GUTHRIE CENTER CITY COUNCIL

      With members Bob Paterson and Craig Heckman both absent, Guthrie Center city council business was conducted by a skeleton crew Monday evening.
      Earlier this summer, Guthrie Center was awarded $397,000 for rehabilitation of 10 owner-occupied single family units. The funds came in the form of a Community Development Block Grant (CDBG) from the Iowa Economic Development Authority. After meeting with Laurie Gilbert of Region XII Council of Governments, the council voted to sign the Housing Set-Aside Grant Program Administration Services Contract with Region XII which will administer the project.
      A public hearing was held regarding disposal of city interest in the property at 301 State Street. It was sold for $500 to Grant Sheeder.
      An August 27 public hearing was set for disposing of interest in a city-owned property at 707 North Street.
      Within the city limits and a significant distance from any sewer line, Ross Lemke was granted a variance to install a septic system at the site of his new home at 211 Industrial Road.
      Fire chief Doug Kent was present to discuss borrowing funds from the EMS Special Revenue Account as a possible funding option for the new fire hall. He indicated bids for adding on to the new fire hall will be requested after the first of the year. At the time bids are received, more information will be available on the need for funds. It was discussed that any borrowed funds would be based on pledges.
      City superintendent Bob Secoy is to contact fencing companies to determine if any would remove existing chain link fencing in exchange for keeping the fencing.
      The council decided money to pay for EMS service by Panora would be drawn from the general fund. In the future, as expenses surface for the ambulance, such as tires or water pump, the council will determine at that time which fund to use to pay those expenses.
      The issue of dead trees in the parking areas around town was discussed and bids for removal of dead trees will be sought and opened August 27.
      To beef up police protection for the upcoming all school reunion which will be held in conjunction with the Guthrie County Fair, approval was given to hire up to four additional officers during the Labor Day weekend events.
      Approval was given to allow Guthrie County State Bank to set up a tent in the parking lot at the aquatic center for its 80th anniversary meal which will be served Aug. 30 during the All School Reunion.
