GUTHRIE CENTER CITY COUNCIL

      Following more discussion about the effects of wind turbines within the city limits, the Guthrie Center city council Monday adopted a resolution allowing wind energy conversion systems.
      Bruce Lauritsen proposed a wind turbine on property near his residence at 1103 Oak Street which led to the new ordinance.
      Neighbors within a 200 foot radius of the proposed turbine were notified of two scheduled readings of the ordinance before passage and only one attended Monday's meeting. In attendance was Carolyn Butcher, 1101 Oak Street, who was curious about the ordinance. She did not express opposition.
      A third reading of the ordinance was waived by the council.
      It was the recommendation of the city's planning and zoning committee to draft an ordinance that specifically addresses wind turbines. Now that the ordinance has made its way across the city council table, it must be approved by the board of adjustment.
      Some of the specifics included in the ordinance provide safeguards for neighbors such as noise and shadow flicker from turning blades. The ordinance states wind turbines must be situated on at least three acres of land and must be at least 1,000 feet apart so as to not give the city the appearance of a wind farm.
Sewer system
      A payment of $4,551.50 was approved for Fox Engineering, Ames, which has been conducting a study on storm water infiltration into the sewer system.
      Some problem areas have been discovered, but no determination has been on how to remedy infiltration from sanitary sewers and other sources or fund needed improvements.
Generator
      A representative of Ziegler Cat was present to discuss a maintenance contract on the new generator at the wastewater treatment plant. The proposed cost is $2,905.45 a year for five years. The item was rescheduled for the next meeting to allow city clerk/administrator Laura Imerman time to analyze the impact on the wastewater budget.
Fire hall
      Application has been made by the fire department for a Community Development Block Grant (CDBG) which would help fund a fire hall expansion to the west along Highway 44. The city is awaiting asbestos testing results from a former gas station on the property. Also land swaps have been proposed to Alliant Energy and Star Energy.
State funding
      Imerman informed the council she still is awaiting word from the state on how its budget cuts will affect local government operations.
Health Insurance
      Notice of rate increases for health insurance have been received. A joint meeting with the utility board, employees and insurance representative will be held November 18.
