    County Board Busy With Road Business

          County highway department business highlighted the meeting of the Marshall County board of commissioners held Tuesday morning.
          Highway Superintendent "Butch" Winson and Assistant Superintendent Sandy Dinger reported to the board on fuel quotes they had received since the last board meeting. Low quote of $2.49 for delivery of 4000 gallons of unleaded gasoline was submitted by Dan's Gas and Groceries, Eden. Also submitting a quote was Petroleum Partners, Britton. Dan's Gas and Groceries also had the low quotes for delivery of No. 2 diesel to Veblen and Langford; their quotes were $2.30 to Langford and $2.37 to Veblen. Baus Oil, Veblen, and DaMar Elevator, Langford, also submitted quotes.
          Winson told the commissioners that one of their biggest problems right now was to get gravel for road repair in the county. He said his staff had been working on installing culverts, blading county gravel roads and getting rented tractors, which had been used for mowing ditches, ready to return to their owners later this week. He also said his staff had been working with pipeline people to restore road conditions in the western part of the county near where the pipeline was installed.
          The board took action to approve Julie Teveldal as deputy register of deeds; she succeeds Darlene Skare who had previously resigned. Teveldal will take over her new position November 9. In another personnel change Claudette Opitz submitted her resignation as deputy county auditor effective the end of November.
          The board set Nov. 17 as the date for a hearing on supplementing the county budget for 2009. Budgets proposed to be supplemented include elections for $2500, domestic abuse $500, WIC $1000, 24/7 sobriety fund $1500, ambulance trust $8000, government building No. 1 $12,600, government building No. 2 $1394, sheriff $23,000, jail $12,000, poor $20,000, mentally ill $1500 and planning and zoning $1000.
          Public hearing on applications for the sale of alcoholic beverages in 2010 was set for December 8. Applicants include Lynndon Todd Martins dba Todd's Tavern in Amherst, Diana M. Dawley dba Highway 10 Steakhouse and Britton Country Club, both in Pleasant Valley Township, all for retail on-sale liquor including Sunday sales; Margaret E. Thuringer dba ChinaTown in Eden Township and
          Glenn Lehr dba Rainbow Club in Lowell Township for retail on-sale liquor, Bruce Prins dba Prairie Sky Guest and Game Ranch in McKinley Township for retail on-off sale wine and Lynndon Todd Martins dba Todd's Tavern in Amherst for package off-sale liquor.
          Travel expenses were approved for commissioners to attend a South Dakota Department of Transportation video meeting in Aberdeen December 2, for Auditor Julie Hagen to attend an election workshop in Pierre November 18-20 and for 911 Director Wendy Blegen to Roberts County for 911 business.
          The board approved a drainage permit in Eden Township to protect a township road along section 16 to drain into Stink Lake. Lynda Luttrell met with the board in regard to working with NECOG to secure Department of Energy grants to replace some windows and doors in the courthouse and doing work on the courthouse parking lot. The board passed a resolution to recognize Silver Star banner day which honors men and women who are now serving in the nation's armed forces or have previously served.
          Commissioners updated the county's federal surplus property list of personnel who are eligible to get such property. Laurel Behnke told the board that the Marshall County ambulance crew had qualified for a $300 grant from the South Dakota Emergency Medical Technicians Assoc. with the seminar they had for 5th and 6th graders last May. He also reported that the ambulance personnel had competed against eight other ambulance teams in an open house held recently at the county community building.
          Meeting as the county zoning board, the commissioners approved 10 building permits. They approved minutes of their October 20 meeting and payment of claims. Next meeting of the board is scheduled for November 17.
