Sailors may now negotiate orders via Internet

GROTON, Conn. - Started in July, the latest upgrade to the Navy's detailing system empowers Sailors by allowing them to submit their own job applications when negotiating for permanent change of station (PCS) orders. Career Management System Interactive Detailing (CMS/ID), is an Internet-based system that allows Sailors to view available job assignments and submit applications when looking for PCS orders.
This new system makes it easy for those that are within seven to nine months of their projection rotation date (PRD) to see what billets are available and to submit applications to their detailers. It also gives everyone an equal opportunity when negotiating.
"It takes away the whole 'who you know' aspect of negotiations that was there a number of years ago," said Chief Navy Counselor Daniel Haase, Naval Submarine Base New London (SUBASE) Command Career Counselor.
Being able to negotiate orders from any Common Access Card (CAC) computer, this new Internet-based system allows Sailors to involve their families in the decision-making process. Since families are affected just as much as the Sailors themselves when orders are received, it is important to involve them in the process.
"It's nice, if they have a CAC reader at home, they can sit with their loved ones and make group decisions," said Haase.
Haase suggests that Sailors apply for up to five billets every month, starting when they are nine months from their PRD. If they continue to apply, it ups their chances of getting their preferred orders, and billets that are helpful to their careers.
"Provided they meet the requirements for the billet, they have an excellent chance of getting selected for the billet that may be both career enhancing and desirable," said Haase.
While this new option allows Sailors to apply for jobs on their own, the career counselor will retain the option to review and modify requests. It does not take the command out of the process because the applications still need to be reviewed to make sure Sailors apply to the right jobs for their career path.
Sailors can access CMS/ID from the Navy Personnel Command home page at www.npc.navy.mil and selecting the link "CMS Interactive Detailing."
