Patterson attended a meeting on Sept. 10 with nine homeowners affected by the flooding in the subdivision southeast of Riverside. Heavy rains were reported in that area the afternoon of Aug. 27 and resulted in a small creek overflowing and flooding the basements of seven homes.
Patterson stated that the flooded area is detailed within a flood hazard area on the flood recovery map for Washington County developed by FEMA (Federal Emergency Management Agency) in October of 2008. Prior to that map, only limited government-published information was available to detail any flood-hazard areas. Supervisor Rosien asked Patterson if a zoning ordinance or other regulations would have restricted the existing homes from being built in the flood plain area.
Patterson answered that the County Subdivision Ordinance adopted in 2005 would have restricted that development, but the affected subdivision was platted prior to that date. At that time, the Iowa Department of Natural Resources Flood Plain Development Program would have required a permit for any construction in a flood plain if it were identified.
Patterson stated that FEMA is planning detailed flood plain mapping of Washington County to be completed in 2011. This mapping will allow the opportunity for the County to participated in the National Flood Insurance Program, which would offer flood insurance to County residents.
The board with Vice-Chairperson Wes Rich presiding acknowledged the purchase of a 1-ton Ford truck chassis from Gretter Motor for $20,025 for the Secondary Roads Department. County Engineer David Patterson reported that the price included the trade-in and replaces a 15-year-old unit utilized as the mechanic's truck.
The board approved a fireworks permit submitted by Chuck Rogness of Kalona for the Richmond Shooters. The event will take place Oct. 2 at 100 Shiloh Drive near Richmond.
The official canvass of the Sept. 8 school elections results was the board's final action.
