SOUTHBURY - Meeting on August 6, the Board of Selectmen decided to postpone discussion, not to say action, on the Town Charter final document they had just received from the Charter Revision Commission. When First Selectman Bill Davis proposed holding it over until the next meeting on August 20, Selectman Barbara McLaughlin demurred that in the event that Voices had accurately reported that a majority vote of the entire board was required to approve or reject the document, she could not, for medical reasons, guarantee being able to attend.Mr. Davis said that in the event that Ms. McLaughlin could not attend on August 20, the vote could be postponed until the September 3 meeting. Alternatively, a special meeting could be called.
Next day Town Clerk Ginger Salisbury vouched for Voices' accuracy.
"According to statute, it's the majority vote of the entire membership. That's the way we've always done it in the past," she said.
Disclosure: The truth of the matter is that the Voices story merely reported that the board was required to act by September 3.
The board voted to hold a public hearing on August 20 to amend the Historic District #1 ordinance to include the Kingsland strip that sits between Mansion House Road and Route 6.
When the district was created, Kingsland was owned by the state and was subsequently deeded to the town. The transfer is seen by district officers as correcting a textual omission.
In other business conducted in a meeting that lasted just over 30 minutes the board:
- Acknowledged with regret the resignation of Lora Morrow as a member of the Recreation Commission and as a Justice of the Peace. The Morrow family is relocating to Sacramento, Calif., after living in Southbury for 21 years.
- Voted to hire Margaret Keating, Oxford, as a substitute reference librarian on an as-needed basis and to hire Bryan Rawlinson and Margaret Fleming as lifeguards for the remainder of the 2009 summer season.
- Voted to cede to the Heritage Master Association for $1 a bus purchased through a grant made to the town in 2004 which the village used in its transportation service.
The grant has now run out and the village will assume responsibility for insurance and maintenance of the vehicle. The town has two newer buses which are adequate for meeting present needs.
- Voted to close roads within Community House Park between 9 a.m. and 1 p.m. during the 20th annual Southbury Fall Classic 10K Road Race and Wellness Fair which the Southbury Business Association will hold on Sunday, September 27.
