Zoners Support Zone Boundary Change Proposal

WOODBURY - Carole Winer's application for a zone boundary change at 557 Main St. South was supported by the Zoning Commission at its Tuesday, July 14 meeting.

Chairman Martin Overton said he will ask land use staff to draft a motion of approval, which will be brought to the commission at its next meeting, taking place at 7:30 p.m. Tuesday, August 11, at the Annex Conference Room, 297 Main St. South. The commission only meets once in July.

The zone boundary change was the first step in Ms. Winer's intention to apply for a country inn and restaurant.

The property, which encompasses 557 Main St. South, 3 Old Sherman Hill Rd. and 5 Old Sherman Rd., is the current location of Country Loft Antiques.

The property is in of two zones, Main Street Design and Open Space. Ms. Winer proposed that the entire property be zoned as Main Street Design.

During public comments, Dr. Andrea Needleman expressed concern about the traffic patterns on the property.

Commissioner Bob Walleck said he is concerned about traffic volume and the properties across the street, such as the Curtis House. He also noted that a pedestrian was killed years ago on Main Street and that is on his mind when he thinks of traffic safety.

Ms. Winer said she has hosted events in the past and has not had any problems with traffic accidents.

Attorney Gail McTaggart of Secor, Cassidy and McPartland, on behalf of Ms. Winer, explained that the application before commissioners is only for a zone change.

Once approved, the applicant will look into filing a formal application for the country inn and restaurant, which will include information on hours of operation, parking and traffic patterns, Ms. McTaggart said.

She said that a preliminary traffic study indicated that the site lines work and the area can support any additional traffic from an inn and restaurant. The plan is to keep the buildings on the property as they are, said Ms. McTaggart.

During privilege of the floor, Craig Martin of 198 Great Hollow Rd. asked the commissioners to look into a firing range at O&G Industries' Stiles Road Quarry.

Mr. Martin said he hears gunfire, on average, three times a week and on Saturdays. He said he is concerned about noise and any possible lead contamination from the gunfire.

Mr. Overton said he will look into the matter with land use staff and O&G Industries.

Ken Faroni of O&G Industries told Voices that firing has taken place at the Stiles Road Quarry for some time.

"It's been used by the state troopers office, barracks and Southbury police, I believe," he said.

In other news, Rod Taylor, owner of Woodbury Ski Area, is requesting a modification of a special exception. He is seeking to modify plans for an apartment building on the Woodbury Ski Area property.

Mr. Taylor wants to extend the apartment building to include two more bedrooms, for a total of four bedrooms. He said the apartments are for international students who work at the ski area during the summer.

Mr. Overton asked Mr. Taylor to provide the commissioners with a plan that includes all proposed modifications to the original, approved plan. He said he will refer the matter back to the land use office as well.

Lastly, commissioners authorized land use staff to issue a change of use permit for the Palinkas-Noletti application for a massage therapy business at 97 Main St. North.
