Riverside requests meeting on payments

A letter from special counsel for the City of Riverside was discussed by the Washington County Board of Supervisors at the meeting Tuesday May 19. The letter, from Dean Spina of Cedar Rapids to County Attorney Barb Edmondson, proposed a meeting between two members of the Board of Supervisors and two members of the Riverside City Council and counsel.
The meeting topic relates to the Infrastructure Finance and Development Agreement between Washington County and Riverside in which Riverside agreed to compensate the county $175,000 annually during the tenure of the TIF agreement to offset the loss of revenue to the county and interest and other expenses incurred by the County.
The City of Riverside has informed the county of its intent to refuse to make the second annual payment due July 1, 2009 and subsequent payments. Edmondson was unable to attend the Tuesday meeting due to the death of her mother. The board deferred the response to the letter subject to Edmondson's schedule.
The board acknowledged the revised application for an animal feeding operation permit submitted by Janecek Pork, Inc. of Washington. The application for the 2400 head swine finishing building owned by Ronald L. Janecek had been acknowledged March 24, 2009, but was revised at the request of the DNR. The location was moved from the west side to the east side of Larch and 315th St. in Marion Township to avoid the 100-year flood elevation of a tributary to the Skunk River.
The board acknowledged a second application for an animal feeding operation. The application for Bell South was submitted by Rob Brenneman of Kalona for a 2400 head swine finishing building located on Birch Ave. approximately one half mile north of Hwy. 92 in Seventy-Six Township.
The board acknowledged a letter of notice of withdrawal of a small 2-acre parcel from an Agricultural District. The property owned by Carl F. Dallmeyer and Robert Altenhofen was separated from a larger parcel for the construction of a residence. The Iowa Code requires the action when property in an Agricultural District is to be utilized by anyone for purposes not associated with the surrounding agricultural production.
The board approved several personnel change requests for County Departments. Lori Swan, Administrative Assistant and Inspector with Environmental Health received the second part of a budgeted salary increase.
Two summer engineering interns were approved for the Secondary Roads Department. Justin Harland and Joshua Showalter, both Mid-Prairie graduates and both pursing Civil Engineering Degrees will assist the Engineer's Staff with inspections and surveying work during the summer construction season. The County Attorney's Office will have Trevaniel J. Temple, a law student, as an intern through September 15, 2009 and possibly longer depending upon funding sources.
The Board approved the county and city contract law enforcement agreements. The agreement terms begin July 1, 2009 and involve all the Cities in the County who contract for law enforcement with the Washington County Sheriff's Department. The contracts will be forwarded to each City for their approval.
The board approved signing and sending a letter to the USDA, Rural Development requesting an increase in the funding level for the sewer systems proposed for Rubio residents. The funding level by the USDA was reduced last year from the normal 75 percent to 55 percent due to Federal funding shortfalls.
Supervisor Wes Rich stated that the reduced funding level would require a monthly sewer fee of approximately $38, which would be an economic hardship for the residents. Rich stated the local RC&D staff urged the letter be forwarded to the State level, as all project-funding levels are being re-evaluated.
The second board meeting in June will be re-scheduled for Wednesday June 10 due to a regional legislative meeting planned for all the supervisors.
