An organizational restructuring plan for Iowa State University Extension and Guthrie County Extension was announced by Iowa State University Vice President for Extension and Outreach Jack Payne and ISU President Geoffroy. This change is designed to stabilize Extension during this current economic downturn and positions the organization for the future, they said. The plan to address Extension's state appropriation cut of $4.15 million to the FY10 budget which begins July 1, 2009 includes: 1. Increase local control of county property taxes allocated for Extension 2. Develop a more flexible organization to address complex issues by engaging university research and staff across disciplines 3. Reduce administrative costs ISU Extension has established 20 Extension Regions: Guthrie County will become part of the 6-county Region 12 which includes Greene, Carroll, Guthrie, Audubon, Crawford and Shelby. This means area and county director positions have been eliminated and regional directors will preside. The elimination of Kelsey R. Bailey as Guthrie County Extension Director leaves just county youth coordinator Carolyn Wilson and office assistant Jodi Kintz in the local extension office. Bailey said the restructuring will give the Guthrie County extension council some flexibility in hiring additional staff if it so desires. Bailey has been Guthrie County Extension Director two years. She said the restructuring may provide an opportunity for her to continue with ISU Extension in a region closer to her home at Creston.
