City hears about drainage concerns in Industrial Park

Dr. Judson Bergan, a Madison optometrist, spoke about his concerns Monday to the city commission regarding water drainage and his offices that are located on the northwest corner of the Lakeview Industrial Park.

Heartland Consumers Power District had appealed to the city to receive a conditional-use permit for constructing the company's new offices in the industrial park's highway business zone.

Bergan told the Madison commissioners that he was having some drainage problems caused by a slough in the industrial park which had affected his clinic building. Bergan added that he had additional drainage concerns caused by the construction of the new HCPD building.

The commissioners told Bergan that the actions taken Monday night only dealt with issuing the conditional-use permit. They explained that the city would need to deal with any drainage concerns as another separate issue. The commissioners thanked Bergan for bringing the drainage problem at the Madison Vision Clinic to the city's attention.

"I think you put everyone on notice and that's a good thing," Commissioner Dick Ericsson said.

Jason Crain of Sioux Falls had filed the permit application for HCPD and also attended Monday's meeting. Crain told the commissioners that the new construction should move water away from the site on the south side of SD-34.

"We feel that we're actually improving the conditions," Crane said.

The commissioners also approved the city's participation in HCPD's Extreme Energy Home Makeover program. The power district will select a community each year within its service area and then choose a residential customer to receive an energy makeover for their home.

Customers interested in the program need to apply to enter the contest.

In other business, the commissioners:

-- Acknowledged the annual renewal applications for malt beverage licenses made by about 20 businesses, groups and organizations and set a hearing on the renewals at 5:35 p.m. on May 26.

-- Set a bid deadline for the purchase of new playground equipment for Baughman-Belatti Park at 1:30 p.m. on May 19.

-- Reappointed Allyson Nagel and Jeff Rud to new three-year terms on the municipal park board.

-- Acknowledged a request from Sunkota Construction of Sioux Falls for a five-day extension to the May 1 construction deadline for the Madison Aquatic Center.

The contractor still plans to have the new outdoor swimming pool operational by May 30.

-- Approved having the local Izaak Walton Club sponsor a carnival on May 28-30 at the intersection of Van Eps Ave. and 1st St. in downtown Madison.

Heath VonEye, municipal public works director, announced that the citywide cleanup would start on May 11 in the southeast quadrant of Madison. The cleanup crews will pick up unwanted junk and scrap along the street curbs in different areas of the city on four successive days.
