Judy Payne has been hired at Dakota State University.
Payne will lead the Office for University Advancement, which includes the DSU Foundation, Alumni Association, government relations, university public relations and e-communications efforts.
Payne is a 1981 DSU graduate. She most recently worked for Black Hills Special Services Cooperative. She also served as secretary for the S.D. Department of Transportation from 2005-07.
Payne worked in state government beginning in 1981 when she was named first assistant to the secretary, then deputy secretary and finally secretary of revenue. By 1987, she was asked by Gov. George Mickelson to develop, implement and administer a risk management program for the state. During her tenure as state risk manager, she also developed and served as executive director of the public entity pool for liability, a comprehensive self-insurance liability coverage program for state employees, elected officials, constitutional officers and state board and commission members.
Payne accepted the DSU position at a time when the university has already started work on its first capital campaign.
"Through the progressively responsible positions Judy has held with the state of South Dakota, she has demonstrated high level skills in management, leadership, strategic planning and fiscal responsibility," said DSU President Doug Knowlton. "Her experience includes working with lawmakers at the state and federal levels and serving on a variety of national organizations' executive committees. She has been nationally recognized for her work in the risk management field. Coupled with this experience, Judy's passion for service and a job well done will be a great asset for DSU."
Payne has served on the DSU Foundation board since 2006. She will officially begin her new duties on April 13. She takes over for Chris Giles, who resumed a private law practice.
