Bid for jail completion approved by board

A bid of $192,300 for the completion of the men's and women's work release areas at the new jail was accepted by the Washington county Board of Supervisors at the Tuesday, March 24, meeting.
The bid from HES Construction Company of Mt. Pleasant will complete the framing, mechanicals and finishing work for the two rooms. It was estimated that between $230,000 and $248,000 of unspent funds remained to complete the work and be under the total $5.1 million for the project.
The supervisors acknowledged the construction application for an animal confinement operation submitted by Janecek Pork, Inc. of Washington.
The new building will house 2400 finishing animals and is located west of the intersection of Larch Ave. and 315th St. in Marion Township.
The affirmation of the community mental health center contract with Hillcrest Family Services was approved by the board. The form required annually by the Iowa Department of Human Services is used to designate the provider to receive the State Grant funding.
The board approved a Three Year Strategic Plan for Washington County Mental Health Disability Services after a public hearing detailed specifics of the plan. Director Bobbie Wulf explained the three main goals of the plan including the addition of a recovery center, evaluating after hours transportation services and increasing education and training for the disabled.
A contract amendment between the County Mental Health Disability Services and Lending Hands was approved by the Board. The daily charges for adult day care will increase from $41 to $56 per day effective June 30, 2009. The County currently funds one client at the center.
The Board approved a revision to a grant application for the Washington-Louisa County Drug Task Force efforts. The application involves a request for part of the economic stimulus funding which would require the addition of a second staff member to the project. Sheriff Dunbar expressed concerns regarding the extension of the funding beyond the initial period and the approval included reserving the right to approve the matching funding.
A resolution for an adjustment of departmental appropriations for the County Medical Examiner was approved by the board. The expenses since January 1, 2009 have been in excess of that estimated and the adjustment allows those billings to be paid from other funds within the department. If the expenses continue above that budgeted, a budget amendment will be required before the end of the fiscal year.
The board approved a resolution to set aside $2,000 as reserve funds for the potential cleaning and restoration of the recycling center. The Iowa DNR requires the designated fund to assure that the center would be cleaned if its use were discontinued.
An application to the Iowa DNR to authorize the CRT collection at the Washington County recycling center was approved by the board. The application when approved would allow the center to accept old cathode ray tube electronic equipment.
The supervisors approved a request by the Secondary Roads Department to set Tuesday April 14 at 8:30 AM for the acceptance of rock contract quotes.
A procedure format and application forms for the request for the board-approved suspension of County property taxes. Jeff Garrett, County Treasurer prepared the information to guide the process when requests are made to the board for tax suspension.
