Budget, bonds and a building were some of the topics for the Panora City council on Monday evening. After holding a public hearing in which no one attended, the council approved a budget of $3,715,579 for the fiscal year ending June 30, 2010. The tax levy is $18.75833 per $1000 valuation and $3.00375 for ag land. A resolution was passed authorizing taxes be levied to pay for General Obligation bonds for street construction and related expenses. The total amount of GO bonds is not to exceed $1,360,000 with an annual sum of $176,369 needed. The council discussed the building on East Market where the fire department will be relocating to soon. The fire department's foundation is buying the building. It's proposed an agreement be drawn up whereby the fire department leases the building from its foundation, perhaps for five years, while the building is being paid for. A public hearing on the matter will be held. City administrator Lisa Grossman reported Joyce Calmer's title will be changed to deputy city clerk from finance administrator. The library foundation has only $21,000 in debt remaining on the new library. New policeman Craig Ford began training March 1 with police chief Matt Reising. He's expected to become part of the regular three-man shift on March 19. A meeting will be held at 6:30 p.m. tonight (Thursday) at the library by supporters of the proposed skateboard park. The Parks and Rec Board will meet there at 7:00 p.m. Fifteen residents are on payment plans for utility debts. The original delinquent amount was $4,546. Now a $1,525 balance remains.
