Commander Bryan Still assumed command from Cmdr. Thomas Monroe.
During Monroe's tour as commanding officer, NSSC improved its quality of life programs and increased support for submarines, setting a new standard for shore-based submarine support.
"NSSC provides the support that spans the gap from one submarine's deployment to the next," said guest speaker Capt. Kenneth Swan, Submarine Learning Center commanding officer. "Today we have reached the unique point in time when the leadership of that support is transferred."
Monroe attributed his success to the members of the command, saying that they were the best team of professionals he has ever worked with.
"You have been successful in supporting all the ships and squadrons on the Groton waterfront," he added.
Monroe, a native of Baker City, Oregon, will next serve the Assistant Program Manager at Naval Sea Systems Command (NAVSEA) PMS 404 (Undersea Weapons).
Still, a native of Joplin, Mo., previously served as Executive Officer aboard USS Connecticut (SSN 22) and most recently completed a shore assignment as Navy Projects Officer on the staff of the Joint Staff Director for Intelligence (J2).
While it is my job today to be as brief as possible," he said. "I am humbled and honored to work with this team to continue to support the submarines and Sailors of New London."
Capt. David Hendricks, Commander Submarine Group 2 Chief of Staff, awarded Monroe his third Meritorious Service Medal during the ceremony.
