The map details the area where a flood event with a 1-percent-annual-chance of occurrence would take place. The 1 percent event has also been described as the 100-year flood event. The final report describes the map as prepared using the approximate methods and would be valuable for assisting local communities in implementing mitigation programs.
The map does not provide the Base Flood Elevations found on the Flood Insurance Rate Maps and thus cannot be utilized for participation in the National Flood Insurance Program. The Flood Recovery Maps for Washington County and 15 other counties were recently completed by FEMA because of the flooding in Iowa during June and July. The 16 counties were part of the group of counties declared Federal Disaster Areas.
The map was explained at a meeting Oct. 23 at which all cities and the county were invited. A Kalona representative was not present. Christenson delivered the city's copies of the maps a booklet explaining it and a CD with the information and maps.
This group did not previously have any FEMA flood mapping available to assist in planning for recovery efforts. County Engineer David Patterson, who was appointed to Governor Culver's Rebuild Iowa Commission, is a member of the Agriculture and Environment Committee which along with other committees recommended FEMA prepare the maps for the counties without any prior flood plain mapping.
Christenson stated that Patterson plans to attend a future Council Meeting and provide complete information on the final report regarding the Flood Recovery Map project.
