Hospital used old technology during flood

      The Washington County Hospital and Clinics (WCHC) had to resort to old technology two weeks ago because of flooding in downtown Cedar Rapids.
      WCHC Chief Executive Officer Don Patterson told the WCHC Board of Trustees during the board's monthly meeting on June 26 that the hospital lost its electronic connection to Radiology Consultants of Iowa on Friday, June 13.
      "We had to put a contingency plan in place," Patterson said, "going back to the old film system plus having the radiologist stay in town to read after-hour films ... So we were in Plan B for about four days."
      The need for a backup plan for the hospital's Internet service also became apparent, Patterson said, when the hospital lost its Internet service on June 26 from Iowa Telecom.
      Trustee Jim Mostek asked about Radiology Consultants' contingency plan.
      Patterson said that Radiology Consultants does have a contingency plan but "this went further than what we anticipated."
      Patterson said that WCHC would use LISCO as a backup Internet provider. He said that changing from one provider to another takes three or four hours. However, in the coming year, Patterson said, WCHC will go onto the Iowa Communications Network (ICN), which is a fiber-optics system.
      Following Patterson's report, WCHC Chief Financial Officer Greg Seubert presented the operating and capital budgets for the next fiscal year, which begins July 1 for the trustees' approval.
      Seubert said that, as of June 30, 2009, the operating budget is expected to have total operating revenues of about $2.5 million, which is 4.9 percent higher than the projected June 30, 2008 budget.
