The 19th district covers parts of Dutchess, Putnam, Westchester, Orange and Rockland counties.
This is Hall's first time in Congress, but earlier this year he predicted more Democrats would be joining him in Washington.
"Congress will have more Democrats than people think this January," he stated in a Taconic Press questionnaire.
"I'll work with members of both parties to get things done. And I may have a built-in advantage in terms of drawing attention to all the issues I'll be working on," he said.
One of the major platforms Hall ran on was criticizing Kelly's support of President Bush and the war in Iraq.
He claimed the current administration's plans for getting out of the conflict didn't work.
"Putting together a plan regarding Iraq, its reconstruction and transformation to a stable government is the responsibility of the Bush administration," he stated.
"Absent any real plan, however, I'd work for a safe and immediate withdrawal of our troops, and the transferring of peacekeeping to a true multinational force. This will only be achieved by sharing contracts for reconstruction with other countries," he said.
Hall also vowed to work on the tax situation in the county and the state by changing the status quo.
"Higher taxes are the result of unfunded and underfunded mandates from Washington being placed on to states and communities, like spending associated with No Child Left Behind and homeland security," Hall said.
"Take away the billions of subsidies to our most profitable companies, make everyone pay their fair share in taxes, end the war in Iraq and we'll have enough to take the tax burden off working families," he said.
According to CNN.com, Hall beat Kelly by a slim lead in Orange County with a 27,892 to 27,804 lead.
The incumbent did win in Putnam and Rockland counties, but Hall gained crucial votes in Westchester County to give him the lead.
The final totals have yet to be tallied, but at press time Hall had an almost 3,000-vote lead.
