It was sparked, Smythe said, by an argument over a car accident in Upper Darby last month.
Boozer allegedly pulled out a gun and began firing. The victim, a Darby Borough man, was shot twice. He also fired at the victims female companion, who was able to escape without being shot.
The victim is hospitalized in serious but stable condition after being shot in the abdomen and chest.
Several rounds also struck a home occupied by an elderly woman. The bullets lodged in a wall and shattered the glass on her front door. The woman was not injured.
Boozer stands 5 feet, 8 inches tall, and weighs about 145 pounds. He has black hair and brown eyes.
He was last seen wearing a white shirt, khaki pants and a black Phillies baseball cap.
He resides in the 600 block of South Conestoga Street in Southwest Philadelphia.
He is also known to frequent Southwest Philadelphia, West Philadelphia and Darby Borough.
He has a tattoo on the back of his left arm depicting two praying angels and the words "RIP Marion 1923-2002."
