Melvin council moves ahead with wastewater project

Members of Melvin's city council scheduled a public hearing on the proposed wastewater treatment project for its November meeting. The hearing was set during the council's October 6 session.
      Kelly Graplar, Iowa Lakes Regional Water, Spencer, was present to talk about what has been going on with the project since their last update.


      According to Grapler, the income survey came back "really good."
      "A $242,000 grant would be good for the project," she said. "We also know if you don't get the grant, the project won't go forward, but we will try for a grant next year."
      The next step will be to conduct basement inspections. Information collected during the inspections will be used to help design the system.
      "We can do it (inspections) later but we feel it is better to have all the information up front. This helps determine the best collection and treatment system," she explained.
      Representatives from Iowa Lakes Regional Water hope to begin the inspections this week. They will be checking the slope, elevation and location of septic tanks, among other things, to collect the necessary data.
      "They don't take long at all," she assured the council.
      In response to a question, Graplar told the council workers would like to schedule approximately 20 inspections per night. While some may be done during the day, she indicated they could also be done during the evening to accommodate working residents.
      Graplar also presented the council with a map of potential customers. Council members were asked to review the map in order to make certain all occupied homes and buildings with running water within the city limits were included. It was noted, however, that residents outside but close to the city limits could take advantage of the grant funds.
      "If people outside the city limits hook up right away, they can take advantage of the grant but if they wait and connect later, they will have to pay the up front costs," Graplar stated.
      Residents should have received a newsletter from Iowa Lakes Regional Water detailing the project, public hearing and upcoming basement inspections. It also includes contact information for Graplar if they would like to obtain additional information or answers to questions.
* Other business
      In other business the council:
      Accepted Charlie Mastbergen's resignation from her position as city clerk and appointed Sandra Heitritter to the job. Heitritter will be sworn in at a later date because Mayor Gary Benz was not present;
      Agreed to check city ordinances to see if a resident's possession of chickens and a rooster violates the town's nuisance ordinance;
      Noted that fall clean-up day will be October 29. Appliances will be picked up the same day. It was noted, as in the past, that $10 stickers are required for appliances. Stickers will be available at Melvin Savings Bank and Melvin Rebuilders.
      The council's next meeting will be Tuesday, November 3, at 7:30 p.m. The meeting will be in the fire station because the city's polling place will be occupying the council chambers.
