City to review 2010 budget on Tuesday

The Madison City Commission will hear the first reading of the city's 2010 municipal budget that currently amounts to $18.3 million at 5:30 p.m. Tuesday at City Hall.

The city commissioners are holding a Tuesday meeting due to the Labor Day holiday.

The commissioners have held budget discussions throughout August to balance the projected 2010 revenues and expenses. Out of the $18.3 million budget, $11.45 million was generated by user fees for public-service enterprises such as electricity, water, sewer, solid-waste collection, recycling and the community center. The funding provided by property tax and state revenue amounted to $1.62 million and sales tax revenue totaled $4.72 million. The amount of funding from other sources totaled $526,000.

In the area of property tax levies, the city will ask the Lake County auditor to assess $1.42 million for general purposes and $355,000 for 2007 general obligation bonds.

The commissioners will also hear the first reading of an ordinance prohibiting urination in any public or private place, except a designated restroom, where the act could be observed by any member of the public.

They will discuss a proposal from the sidewalk assessment committee to have property owners install sidewalks during 2010 along the following streets:

-- Catherine Ave. from N.W. 1st St. to Center St.

-- N.W. 7th St. from Chicago Ave. to the mid-block between Catherine and Highland avenues.

-- N.E. 6th St. between Division and Washington avenues.

The commissioners will also discuss information from the Western Area Power Administration -- a major provider of municipal electricity -- that reviewed the agency's operating area and resources.

WAPA provided information about the cost of electricity that it has purchased during the last two decades due to drought that lowered the water levels of the Missouri River reservoirs. The agency also offered the amounts of capitalized drought debt that WAPA has incurred with open-market energy purchases required by the prolonged drought and reduced electricity production during the last decade.

At the end of the meeting, the commissioners will hold ana executive session on contract negotiations and personnel performance.
