City loses another one of its own
Andrew Hand sensed danger during final tour

At the age of 25, Army Pfc. Andrew Hand had been deployed three times. It was during his third and final deployment that Andrew’s family noticed something different about their son. “He would call and say, ‘I love you and be praying for me. We are in a dangerous place.’ He knew, he understood what he was up against,” said Andrew’s stepmother, Renee Hand. “He was preparing us emotionally and mentally for what could happen.”

County commission recognizes soil, water conservation board
Coffee County Commissioners Monday recognized the Coffee County Soil and Water Conservation District Board for its hard work in repairing several damaged roads in the county.
Between December 2008 and December 2009, Coffee County received 84 inches of rain, three feet more than the average rainfall of about 52 inches.
“The excess water created havoc on our county road system,” said commission chairman Jim Thompson. “Those who live on a dirt road in the county know full well what I’m talking about.”

Wastewater system to get upgrade
The New Brockton Water Works and Sewer Board recently accepted a $460,621 bid for an upgrade to the wastewater treatment facility.
The upgrade is possible through a $400,000 Community Development Block Grant from the Alabama Department of Economic and Community Affairs.
The previous town council, led by former mayor Charles Cole, applied for the grant in 2008.
“They helped us a lot in getting this grant,” said Mickie Perry of the water department.

Contrary to some communities, though, there is continued movement in the housing market, he said. “People are building in the city. When you see building, they are buying.”
According to the Enterprise Engineering Department, 64 single family detached housing permits were sold this year worth $9.3 million. A permit was also sold for the construction of an apartment complex, Madison Complex on Freedom Drive, worth $4.1 million.

Brothers under fire
Even as E4 Paul Kasper sat aboard an armored troop carrier in a swampy Vietnam river canal, he knew he wanted to build a model of the vessel one day. Last Thanksgiving he began an effort to recreate the boat, down to the finest detail, as a way to honor troops who served on it. “I built it for my own mental piece of mind just to see if I could, but it was also an attempt to recognize the people that we lost in my unit,” Kasper said. “The detail on it takes a tremendous amount of time, (but) it’s not made so I can sell it, its not made so I can put my name down in the history books or anything. It was made by me, for me, as a tribute to my friends and hopefully it will end up in museums and displays where people can see it.”

Court upholds city council’s rezoning move
The court has ruled.
Property behind Morningview Drive was legally rezoned.
Circuit Judge Robert Barr made the ruling July 17, citing his belief that the court could not “substitute its judgment for that of a city council” when the council granted the Byrd family request to rezone their property from agriculture to R-65 – smaller residential lots.
